Think I heard it on the world service in the very recent past, but I can't remember if I was proper sleeping like.  I seem to recall that Brazil and a few others wanted to get things sorted out so that they can go forwards at the next meeting proper.  I think that is as good a précis as I can muster, sorry.

There is a similar situation in Uganda where loss of glaciers would mean no flowing water in the summer for a vast area.   However it seems to be causes by local conditions as well as global warming.   In the African case it is deforestation on the lower slopes of the mountains that is causing  huge temperature rises in the hot months.   There may be a similar situation in Bolivia.
