As discussed elsewhere on this forum I am trying to build a large house on a shoestring.

One of my problems is that I can only borrow 60% of the value. I need to get a completion certificate to get a mortgage for 80% of the value. My builder is happy to get paid in arrears, so I can buffer a bit with that...

I am wondering what exactly I need to get a completion certificate, or the other way round, what don't I need to do...

Once mortgaged I can move in and I will have a much higher income to finish off decorations.... but can I get a completion certificate without final floor coverings or paint on the walls ?

I asked my local council but they cleverly avoided answering my question and instead pointed me to the form for a temporary completion certificate... which doesn't help....

Any ideas ?

I did a google search too but couldn't find anything...

I'm absolutely no expert though am just completing an extension and need to get a completion certificate for that. I believe that you have to have satisfied the various 'Parts' of the buildng regulations to get a certificate, eg is insulation up to standard, is wiring up to standard, is waste plumbing up to standard etc. Decoration doesn't come into that.

When we built our house (just over 12 years ago) we didn't need to have decoration, floor coverings etc. before getting the completion certificate.  It may be different here in Scotland, but the Perth and Kinross council website gives you details on when you can apply for the completion certificate.  It mentions a Building (Scotland) Act 2003, so I suppose there'll be something similar to this for where your house is.  There's also a wee bit of a guide at

that includes inspection guidance that might help a wee bit.
