the regulator shouldn't be responsible for actually operating the RHI etc. as there is then nobody to complain to / arbitrate in complaints situations

Ofgem have at least finally agreed to re-rate my installation to 15kw - this brings to mind some thoughts on TIC, best in a new thread.
But regarding the subject of this thread, Ofgem are still denying any responsibility. However looking at the ongoing DECC FITs consultation:

it seems that DECC are taking steps to avoid (blame for)  the very situation that I am in.
I know that DECC is not Ofgem but they are kissing cousins.
