My mum has been 'forced' (under the planning regs) to use super low energy light fittings that cannot accept normal / old skool incandecent lights - so even though they fit low E lights, into 'normal' G53 MR16 SES etc etc etc fittings, they cant put these in.

what can she use? 2D? Flourecent?

The problem seems to be that most LE bulbs are designed to retofit old HE holes.

stupid regulations - shes looking at 70 quid an LED light! (and is horrified)

Not ideal but can she ue these http://www.screwfix.com/p/greenbrook-energy-saving-4-pin-pendant/73833  to get past planning and then change over if required.

I wonder what the council would do if you didnt have any wall/ceiling lights in your house?

I may be wrong, but I thought the requirements for low energy only fittings was dropped when Part L(2010) superseded Part L (2006)

Look at P20 Para 42 of 2006 - that seems to cover the mandatory use of special light fittings

I can't find a similar reg in the 2010 edition, the closest it gets is P14 Para 4.13, where it says to look at the "domestic building compliance guide"

Look at P123, it clearly states that low energy lighting must make up 3 out of 4 light fittings but standard fittings equipped with low energy bulbs are considered low energy light fittings!

So no need to use funny fittings, just put low energy bulbs in normal fittings

You are right the requirement was dropped in Building Regulations, but it still exists in the Code for Sustainable Homes which now feature in planning conditions regularly.  Google it and as an example in the Code 3 requirements when I last looked, it did indeed say low energy light fittings that can take only low energy lamps.  Thats joined up Government for you.  It may be it just has not caught up with building regs.  And I am not sure who would enforce it anyway.  Planning officers do not normally worry about the detail of light fittings and you would have though BCOs were concerned with Building Regulations rather than other green codes.
