One of the things that has actually improved ebay a little, not so much scratching around..
Pm me your i.d. in case I can offer any advice dealing with ebay @rses, it is worth pursuing sometimes.

I know how to block bidders, but it's only possible when you know who they are. This guy just sets up a new ebay identity, and buys some stuff from me to copy, then claims they weren't received etc etc. I'm getting wise to it now, and can often spot him (he sometimes uses friends/relatives - a few of whom have been kicked off ebay as a result), but of course I don't know his new alias until AFTER he's bought something from me, which means I can't block that particular sale. Ebay won't allow you to block bidders with zero feedback anymore (not that I really like to do that) - but you can block buyers with negative feedback... like there's a lot of those about, and of course you can't give a buyer negative feedback, so an alias used exclusively for scamming sellers will never get negative feedback even if every purchase is a scam.
