I'm afraid all new meters in the Midlands have to be externally accessible (according to EON)... suspect it's the same elsewhere

Bum. It's all very well saying you can design for it in a new build, but not if you don't think about it until it's too late to do anything sensible....

well what's the option as to the meter cupboard currently, you have cable feed which is / is not present currently, therefore surely that gives you room for manouvre, the definition of "easy access" for meter readers / changers is in fact pretty vague.

 for instance a car in a drive could be deemed to be blocking access legally if the person wishes to be a pain in the richard harris!

I guess you need to think on with your (easily moveable with bellwire) water meter?

The water meter isn't a problem - it's outside in the road/pavement somewhere and won't need to be moved. The gas and electricity are the issue.

I've come up with one convenient place to put the electric meter(s) (maybe three phase for large PV installation), but it means changing the location of the consumer unit and a cupboard where I wasn't planning to put one. It looks like the master circuit breaker has to go in the external meter box (according to http://www.eon-uk.com/downloads/Guidance_Installation_of_domestic_meters_v1.pdf). Not sure I like the idea of some stranger/burglar coming along and being able to turn my electricity supply off from outside.

We could probably locate the gas meter box in approximately the same place but it would mean a 15m (or so) pipe run to get to the boiler. I guess this isn't a big deal but is a pain. It also looks like the master cut-off must be inside the meter box, so the same applies as electricity regarding being able to disconnect the supply from outside the house.

It doesn't look like a combined electric/gas box is possible - at least I can't find any with a quick search. Does anyone know of any?

The other problem is that this new location would be right by the front door and I really don't want cheap plastic boxes stuck out from the wall. Is it possible to put the meter boxes themselves behind a door/cover (non-locking, clearly marked)?

Not a problem making it "as you wish" ...all they care about is access, so it could look like a giant gnome if you really wished, just order a replacement triangle utility cupboard  lock & fit it to whatever you wish to indulge yourself in

The EST are likely to ignore you unless you're offering them a pile of cash to do a feasibility study or field trial for you - it seems this is how they work these days.

Councils are actually not a bad idea - every council has an 'energy officer' or something like that. They have a duty to be interested.

I'm glad I'm not alone in thinking these things are ugly - I call them fugly boxes !
There's a thread over on DIY-NOT about something different - but in passing someone suggested that since the box is the customer's then they are at liberty to padlock it shut. Since that means the meter reader can't get to it without a key, then it completely obviates the argument that the meter has to be accessible.
Perhaps that's a bargaining chip when "negotiating" with the supply company. The thing is, the meter readers don't need access very often anyway - they expect you to do your own readings most of the time.

Alternatively, threaten to brick up the hole in the wall - see them get to the meter then !
