In many cases it is better to demolish and rebuild homes rather than poorly retrofit insulation. We have to ensure all the old stock is replaced properly ASAP.
I really don't think that this is a possibility. National debt and the fragile economy make this extremely difficult.
None of this will cost the taxpayer anything at all. They are on about changing planning permission to allow easier building of homes. It does not go far enough. There is seriously suggestions of introducing Land Valuation Taxation (LVT)as well.
But relax planning and LVT will keep land prices from spiraling out of control. The private sector will build the homes, and the more selfbuild is encouraged the better to keep the large construction companies, who build homes with cardboard walls, way down on the scene. LVT will pay for the infrastructure needed. The economy will grow with more tax being paid to pay of the deficit.
