may i also add.that had such a disaster happened anywhere in germany france or england,there would have been no que of vounteers rushing in the door to certain horrible death.
You can add it, but in this case I can say with certainty that you are wrong. In this country I know that there are pre-volunteered teams who are prepared to go into such situations. I believe they are mainly men who have already had their families and therefore don't need to worry about siring mutants*, and are prepared to put themselves on the frontline if needed.
I know one of them personally - probably more, but I only happen to know one of my acquaintances is "on the list".

It should not be that much of a surprise. In many areas of life, there are people who put themselves in danger for others, sometimes on a daily basis.
Some of their efforts are "routine" - such as the Fire Service. For others it's decidedly less routine - submarine rescue, mine rescue.
Some are paid, some are entirely voluntary - such as Mountain Rescue and Lifeboats (RNLI).
