From the data sheet, it appears that there is a transfer switch that can be rated at 16 or 50 amps.

Extract from victron doc:

...Two AC Outputs...
The main output has no-break functionality. The MultiPlus takes over the supply to the connected loads in the event of a grid failure or when shore/generator power is disconnected. This happens so fast (less than20 milliseconds) that computers and other electronic equipment will continue to operate without disruption. The second output is live only when AC is availableon one of the inputs of the MultiPlus. Loads that should not discharge the battery, like a water heater for example, can be connected to this output (second output availableon models with 50A transfer switch only).

70  means 70 A charge ability @24 Volt = ca 1700 watt  

the other last number , like Nickel explained , is the "switch  through " ability ,   16 A would mean  3700 watt (@230 Volt AC)  that the Victron is able to pass through from the Grid , if you need more power  from the Grid on a regular bases , then the 50 A Model  would allow a higher  AC transfer ( 50 A x230 V=11.5 kW)
