Whats Bigly?

I wonder what "grid run scheme"& " large energy users" these are?
" citing a grid-run scheme that encourages large energy users to increase their demand during summer periods of low demand and high wind and solar output."

"Bigly" is a local surname Shocked
Their biggest big league, is a Massey 35, Bicycle clips but no bicycle and a sheepdog now and then, if it did not run away with the hunger.

Whats Bigly?

It was a joke. stann's reference was (I assumed) to Trump's speeches about how America would be winning so much they would get fed up of winning.

Trump's vocabulary is not huge, despite his claiming 'to know all the words, all the best words' and he frequently refers to bigly meaning winning big or doing things on a large scale.
