Ok I had a reply form OFGEM here it verbatim.  Nice to be proved wrong.

Maybe it's unfair on Sean to put his email address in a public forum - please could you modify your post and edit it out?

Not only unfair - likely in contravention of the data protection act?  Glad it has been removed promptly.
