I have yet to find a commercial wind turbine controller that will allow users to produce heat directly without the need for battery storage. However, I came across these two schematics on Hugh Piggott's site. For those of you who do not know Hugh, he is recognised as one of the World's foremost authorities on wind power. His website contains a wealth of information for DIYers.

I think these would be well worth looking into. If anyone builds one, please post your findings on the forum.
