No more meat, but there is a picture, and I assume 'Water Power Magazine' wouldn't run an article unless there was something to back up the claims?

The Natel turbine is supposed to be fairly fish friendly.
What BG might be implying is that there are lots of potential sites to fit low head hydro and together make a great addition to cheap renewable energy.
Next problems are the effing NIMBYS. I bet there are more of them as a percentage in the US than there are in the UK.

What's it got to do with Bill Gates?

His venture capital fund, Breakthrough Energy Ventures, has invested in it.

His track record is not good here - see, for example, his doomed 8-year flirtation with Terrapower. He got a few funny ideas from Smil and Mackay, and he's been picking losers in energy ever since.

Breakthrough Energy Ventures is what is known as a “patient capital” investor where the expectation of a return on investment maybe 20 years from now, so they are going to make a lot of bets and very few are likely to payout.

This article lists a number of their investments, with a little detail on the aims of each business.
